Scottish housing bill will end right to buy

.The Scottish government has published its plans to abolish the right to buy for new tenants.

In a draft housing bill, published today, ministers also set out plans for an independent social housing regulator and a charter for social housing to raise standards in the sector.
Although existing tenants will still be able to buy their homes from a social landlord, the bill proposes curbing the right for any new tenants. Ministers hope this might address rising housing need in Scotland.
Housing minister Alex Neil said the bill would improve the quality of tenants’ lives. ‘The Scottish Government is investing a record £1.5 billion in affordable housing – including a new generation of council housing,’ he said. ‘These far-reaching reforms will safeguard that investment for future generations.
‘The modernisation of regulation will put the interests of tenants and homeless people at the heart of housing regulation and encourage landlords to improve the services that they provide.’
The Scottish Federation of Housing Associations welcomed the moves to scrap the ‘outdated’ right to buy. Chief executive Andrew Field said the policy had ‘drained the affordable housing sector of vital stock and now, more than ever, is the time to stop the flow’.
He added: ‘This will help protect and retain vital affordable housing stock at a time when housing is in crisis, with waiting lists spiralling out of control.’
But Graeme Brown, director of Shelter Scotland, said simply ending right to buy was not enough.

Ending right to buy alone will not solve Scotland’s housing crisis,’ he said. ‘This bill is an excellent opportunity to better protect struggling social tenants by giving them the same protection from eviction as homeowners will soon get; and better support for people who have been homeless to stay in their new homes.’
