Association hands repairs budget to residents

.A housing association has delegated all decisions on its £11 million repairs budget to its residents.

Chester and District Housing Trust launched the residents’ board, believed to be the first of its kind, this month. Twelve members will oversee all decisions on repairs and maintenance for the housing association, which owns 6,200 homes.
The board members will meet on Friday for training about their portfolio before the trust hands over decision-making powers in April.
The board comprises 10 residents, one leaseholder and a member of the main CDHT board. The main board will receive regular reports from the repairs and maintenance group. If this pilot is successful, the trust plans to delegate decision-making for other budgets.
John Denny, CDHT chief executive, said: ‘From the many conversations I’ve had so far it’s clear that the residents have a far-reaching view of how a repairs, maintenance and property investment and improvement service should be focused upon delivering much wider outcomes for the benefit of the wider community, from training initiatives and work experience to skilling of interested groups to the creation of real jobs.’

Na enige jaren actief te zijn met het webloggen op het gebied van de volkshuisvesting, ga ik het logboek zich richten op het thema bedrijfsethiek. De vraag waar ik   de afgelopen tijd over nadenk is: wat is nu goed volkshuisvestelijk handelen? De SS Rotterdam, de Campus zijn weliswaar verschillende incidenten, maar hoe moeten we ze beoordelen. Dat lijkt eenvoudig, maar dat is het zeker niet. In het Aedesmagazine stond een stuk over het hanteren van leefstijlen bij het verdelen van woonruimte. Mag een leefstijl dienen als criterium voor de toegang voor bepaalde complexen? Hoe kan voor dergelijke vraagstukken een ethisch raamwerk worden geformuleerd. Een raamwerk waarbinnen het volkshuisvestelijk handelen, kan worden beoordeeld (consequentialisme) en/of als basis kan dienen voor het handelen zelf (deontologisch). En is een dergelijk raamwerk wel om te bedenken als we de as bekijken van universele regels versus het moreel realisme. Business ethics voor volkshuisvestingsland.
